This university has a large inventory of 16mm film which rents for (I think) reasonable fees. It's not good for features, but it's great for bad 70's driver's ed, early film, cartoons, art films.
The librarians are great to work with and ship promptly.
If anyone knows another good source for buying, borrowing or renting film, I'd love to hear of it. I'm not a collector, just a watcher- so things that a cinephile would sniff at might be just fine for me.
